International research program:
the ex-post evaluation of the European CO2 market

This program has been implemented by an international research team composed of experts at the Center for Energy and Environmental Policy Research (CEEPR) at the Massachusetts Institute of Technology (MIT), the University College Dublin (UCD), and the Mission Climat of Caisse des Dépôts, in collaboration with the Université Paris-Dauphine, the International Energy Agency (IEA), the Öko-Institut in Berlin and the Centre International de Recherche sur l'Environnement et le Développement (CIRED) in Paris

It is aimed at improving the understanding of the most important CO2 market ever put in place. The European Union, through its Union-wide Emissions Trading Scheme (EU ETS), the first initiative in the world to mobilize market forces to tackle climate change. It is important that this realization be very precisely described and analyzed in order to learn from this experience.

The program focuses on an ex-post evaluation of the first period (2005-2007) of the EU ETS.  This evaluation is slated to be published at the beginning of 2009.

In the meantime, the research results will be discussed by the whole researchers’ community at three workshops. The first one took place in Paris in April 2007. The second one was held in Washington on 24-25th January 2008 and another is scheduled in Prague in June.
